i thought that something must have been hooked up wrong. it would not make sense that you were holding 20psi. a spike is normal and the fact that you changes out the wastegate should have tipped someone off here that something was hooked up wrong.

Your problems are fixed now right? Who ever said to get a boost controller to lower boost should step away from cars. This is clearly boost creep from the exhaust.
