What do you tune with? Is there a way to adjust your cranking/start fuel map?

if i got a shell, would you guys be able to help me put my motor in it?
someone is selling an '89 shell for $800 but told me it was negotiable and i'm thinking of buying it, putting my motor in, and getting it repainted to match (door and fender are white and the rest of the car is light blue)
