Exactly I wouldnt really have a problem with this if this was how it was working out. My problem is that the fireman that drives this vehicle for fire calls is taking the tires for his personal car.

If he/she said this then you need to report it to the County. But I doubt they told you they wanted them for that.

No this is what I was told, by the tech installing them, who was told by the parts manager, who brought the car in, who will get the $$$ for selling the tires, that the dude wanted to keep the tires rather than have us dispose of them for free. You have no idea who crooked this place is. I really don't care if you believe me or not.

Hearsay. It wouldn't hold up in court. A first hand account source would have to blow the whistle. What that source said to you doesn't count... UNLESS... the best of evidence rule kicks in, and it's different in each state. If they went to great lengths to cover it up, and say... intimidated or killed the tech who installed it, then the next best of evidence would lie with you, although more speculative.

Still, whistle-blowers get immunity. It's public record to check sales on tires etc. The IRS could very well request to see the receipt for those 'new' tires hey put on his truck. No receipt? Lets go to the store. No receipt? Lets go to jail.

It's a relative term. The tires have 8/10's of tread left? What are they new, 12? 13? IIRC if a tread hits the wear bars at 3/10 (and are still driveable) then that's 5/10 left, about 1/2 the tire life left. why are they changing them now?

OK... if YOU or the TECH blows the whistle, and peeps it to the news, etc... a general investigation is going to go off. And who do you think's gonna come knockin' on your door? The oversight commision / grand jury over the investigation for corruption. I've been part of one before, for a fellow who was double-billing his IT clients that I would do work for. NOT fun.

In other words. If I kill someone tonight, and tell you tomorrow, you could blow the whistle on me and be a witness. But if you go and tell someone else, it's hearsay to them and they don't count and couldn't be a witness unless they were there when I told you and they overheard it directly.

Imagine what happens on a larger scale such as the Armed Forces.

Carriers dumping millions of gallons of fuel in the ocean so that they get the same amount next year, so on and so forth...
