The throttle body is in front of the turbo inlet so when it closes a vaccuum is created resulting in less resistance from the air letting the turbo spin more.

You wouldn't need a BOV because as soon as the throttle body closes in front of the turbo the only air that will remain in the system is that which is the volume of the piping leading into the engine thus giving it literally no compressor surge and the compressor spins for longer as a vaccuum is created

I don't know if there are any articles specifically about this, but I think I have some pics of Ford Cosworth F1 engines with them on their turbos (at home). F1 has always been very secretive about their technology and they don't release info just because time has passed. The concept is pretty simple though, eliminate compressor surge on throttle lifts by eliminating the compressor inlet air.

You just need to control the opening of the TB, but it can be linked to a solenoid to provide a binary function of open/close based on vacuum or another input. A compressor wheel spinning in a vacuum will retain much more energy than one spinning in air, that is for sure.

You can fight the lag between shifts in 2 ways, provide more energy for the turbine to keep spinning over the drag (anti-lagish), or minimize the "drag" itself (F1).

Basically, you want it to close when the main TB closes, but you don't want it linked to the main TB because you would double your throttling losses and MPG would drop slightly to moderately. It needs to be fully open or fully closed, depending on the situation (very similar to a BOV).

I think if your tubing system was short enough, you could get away with just 1 TB on the turbo inlet and not sacrifice a ton of throttle response.
