Pretty sure that's just an add-on lip that you can get from the factory, thus being a lip, not bumper. But if you want to call it a bumper, sure, then the car I posted has the bumper slammed into the ground too.

I dont have a pic of the car i was talking bout. Read my post, I said I couldt find the pic, its a stock MK3, no lip, not even factory lip, stock bumpers as well.
