2005 Dodge SRT-4

hit a pothole, popped tire/bent rim...

i'm from berwick, pa and someone told me that i could get the state to pay for it? just wondering if there is any truth behind this? basically, was driving at night and didn't see the pothole and blasted it and gave me a flat tire and bent the rim. was a toyo proxy tire and stock srt-4 rim which both have to be replaced now.
