tint argument

so i was talking to a buddy about window tint and we got into a little argument that hopefully you can shed some light on..

In the state of PA window tint darker than 70% is illegal (meaning it lets 70% of the light through, OR only blocking 30%). My buddy says to me while driving in my car with tinted windows "you better put your windows down, theres a police station up there"

my question to you is this; an officer can not legally pull someone over for their tint being too dark can they? i say this because SOME tint is legal and an officer would have no way to determine if the tint on the suspected car is illegally dark just from looking at it. They can assume it is too dark but by pulling someone over based on an assumption they would be violating ones 4th amendment right against illegal search and seizure. (which is not only unconstitutional but would probably land the officer in some trouble).

if i am completely wrong please let me know, it does seem like it needs to be clarified however due to so many different interpretations.
