oil around intercooler piping

so i have this oil around my intercooler piping. am i of the wrong mindset that this is something that happens over time with subies. it def. happens with turbo diesels...the builds up inside the pipes. would a catch can and new i/c hoses fix the problem, or is there more to the picture that i am not understanding?
