The throttle body is in front of the turbo inlet so when it closes a vaccuum is created resulting in less resistance from the air letting the turbo spin more.

You wouldn't need a BOV because as soon as the throttle body closes in front of the turbo the only air that will remain in the system is that which is the volume of the piping leading into the engine thus giving it literally no compressor surge and the compressor spins for longer as a vaccuum is created
