Looking for a web designer to collaborate with

I know the basics of Dreamweaver CS4 and CSS and HTML formating, but I cannot make a website look the way I want it to. Well, I can (Lynda.com), but I just don't have the hours to invest in it to make it such.

I need someone who is very familiar with writing code and can make text, pictures, boxes and all that fit exactly where they want it to on the page, and in a timely manner.

I will provide layouts, designs, pictures, text and all that. All I need is someone to take my pictures and text and format them to look professional on the page.

This is for a restaurant website.
