Bugeye WRX with parking lights stuck on?

So my buddy has a WRX, I think an 04 but I'm not positive. His parking lights are stuck on unless he pulls the fuse under the hood. No issues with turn signals or brake lights. No blowing fuses so it isn't shorting.

I'm assuming there is a bad switch or relay? Any suggestions or adivse where the relays may be? I know nothing about these cars and he isn't a highly mechanical either. Don't wanna go taking crap apart for nothing since it is cold out.
