Well the pump sends bubbles (obviously) to the surface of the water, thus making the surface of the water move, thus preventing stagnant areas of the water.. the bubbles bring up the water with more carbon dioxide and less oxygen to the surface, and the circulation brings the oxygenated water from the surface to the rest of the tank.. but a powerful filter will do the same thing. It certainly doesn't hurt having an air pump though, even if not necessary.
