1999 civic lx problem

My brother's 99 lx started having some problems. The idle would drop to zero every now and then. I took of the IACV and TB and cleaned them, then installed everything back together and the idle started bouncing from 1k to 2k.
I disconnected the battery to reset everything, then ran the car until it got warm, shut it off, let it run for a minute, shut it off, then turned it back on, and the idle just started bouncing faster. It eventually went back to going to 1k and 2k.

I disconnected the battery again, waited for the motor to cool down, started it up and kept the rpms at 3k until the fan kicked on, and then let it idle for 5min. It still kept bouncing between 1k and 2k.

When I put my hand over the tb it still runs. The two openings inside the tb have air constantly running into them, and I can still hear them with my hand over the TB. Today I started it up and it ran at 1600rpms until it got warm, then it just started bouncing between 1k and 2k again.

The guy who read the codes at Advance auto said he couldn't didn't know what the code was, and didn't give me a printout so I could search for it. Could it be possible the IACV does need replaced?
I have everything plugged in where it's supposed to be.
