Hit and nothing happened

On Fri I was hit a block from my house. I was going up a hill that has a cross street with a stop sign. So as I was going up the hill the car failed to stop and plowed right into the passenger side of my car and destroyed it. Called the police took them forever to get there and then it turns out the other driver doesn't have a license or insurance. He said it was his uncles car and he does have insurance he just "couldn't get a hold of his uncle" The cop gave him a ticket for driving w/o a license n another one for no insurance. and sent him on his way. I asked what happens now and the cop told me he looked in the system n he doesnt have a license and that if i want to get money for damages im gonna have to take him to court. Shouldn't the other driver been arrested for driving without insurance n a license??? I find this incrediable that the other person could get away with this.
