Can an officer(PA) issue tickets from a complaint but not something he actually sees
I went to one of the local car meet the other night for the first time in months, and of course the cops came, figures. They said they received a bunch of complaints about motorcycles driving up and down the road and racing around. Because of this we were forced to stand by our vehicles(cars/trucks/bikes) and wait while they wrote down our drivers license information, license plate numbers and generic description.
From the way the officers described it someone could drive by and see any of the cars/motorcycles parked and complain(say we were being loud, speeding, being reckless) and we could get tickets in the mail. I specifically asked about that scenario and was told it would be possible and was told that just the description of the vehicle would suffice. They did say they didn't mind if the meets continued to take place as long as the property owner/manager didn't mind. So I guess my question is can they actually do this or are they just trying to scare us into moving to a new spot so they don't have to deal with the complaints anymore? |

if there are witnesses and enough evidence to corroborate the complaint yes you can be cited
