Setting the Record Straight

I was recently pulled over by an officer in a small town while getting gas. My nephew turned on my underglow and I didn't realize it when I pulled off. It was solid green. Once I realized it was on, I turned it off and then the officer turned on his lights. I pulled over and the officer asked me about my tint, underglow, and HIDs. I was told my a state trooper that because my HIDs (6000k (white with a hint of blue)) and tint came from the factory it was legal (due to the fact that a car isn't specifically built in a certain state). And my underglow was ok as long as it was solid and not showing any bulbs and not an emergency color. The officer did not agree to any of this. No ticket was issued though.
Just want to get a straight answer so I can stay out of trouble.

Aftermarket HIDs and underglow are considered ornamental lighting and are not legal on roadways. Tint is illegal unless it came on the vehicle from the manufacturer.

Thanks, that's what I thought. One more quick thing. He also said my fog lights could be considered ornamental unless there was actually fog out. I only use them for really dark streets, but I've never heard of that since they have the stock bulbs. Any ideas?
