2 expired inspection sticker tickets???? one week???

I am located in pa if that matters. In the past 8 days, I have been written 2 invalid inspection sticker tickets. I received the 1st on 10/2. The cop told me to get inspected, and plea not guilty and 99% of the time the ticket would be dropped. I have an appointment scheduled for 10/12 to get inspected. On 10/10 I got pulled over and another ticket was issued. Is this allowed? Shouldn't I have ample time to get the car inspected after the 1st ticket, before a 2nd ticket is issued?

If you weren't on your way to the inspection station the day of your first ticket that first ticket is fair game. You're exempt if you were on your way to the inspection station for a scheduled appointment, and that you were scheduled for an appointment within 10 days of the inspection expiring.

With that the law states you can only have one prosecution in any 24 hour period.

That being said basically you could receive a ticket everyday until you are on your way to the station and are re-newed. The likelihood of that is far fetched, but could be a reality.
