Get a better car haha jk.

Needs to be brighter so longer exposure, will also give you an effect of more speed, as in more blurred background and wheels will look flat, you won't see the seperation of the spokes.

Yeah, it's under exposed and definitely needs to have a longer exposure.

Start at 1/10, take like 20 shots and if you still cant get a crisp shot, speed it up a little. For best effects, i wouldnt go over 1/25, but you can always go faster if you cant get a crisp shot. Lots of shots is the key.

Try to make sure the cars are both going as close to identical speed as possible and obviously stay as stable as possible.

Guys, shutter speed depends on focal length as well. 1/10 on a 16mm is nothing, 1/10 on an 85mm is whooooa motion blur.

Doesn't look like you were working with much light to begin with. Try shooting earlier in the day for starters.

The photo probably came out underexposed because the car you were shooting had it's lights on. That can mess with your camera's metering.

Slightly slower shutter speed would be better too. Try shooting around 1/50, 1/40 or so. 1/10 is too slow of a shutter speed, unless you have some type of image stabilization built into your arms.
