DSM lighting problems, need help

As of recently i am having a problem with my 97 eclipse gsx. I was wondering if anyone has had the problem before with these cars or with any car.. The problem is when i turn my lights on, i get headlights, but no tail lights and the cluster doesn't light up either...things like the check engine light do but the actual back light for speedo and all doesn't, same with a/c and heat control the thing doesn't light up. I checked the fuses and none are blown. Now the day it happened i was trying to re-wire the cigarette lighter because the old one was not working. I did not run any other wires or mess with anything, simply unplugged the old and put in the new and put a new fuse in the lighter slot. It still didn't work so i think there is something wrong with the wires. It does look as if someone had the wrong fuse in and it blew or something cause the plastic around that fuse was slightly melted so that explains why the cigarette lighter doesn't work, but i can not figure out why my lights suddenly wont turn on. Any help or suggestions would be appreciated. Thanks
