^i was gonna ask the same question....If you are running a boost controller, make sure its setup correctly, if it is..your BC might be broken.

Was this serious?!?! I hope not.... Anyways Im assuming you dont have a boost controller since your playing with the actuator to raise the Boost levels. Is the car still running on the stock BPS? (boost pressure seloniod) If so disconnect it and run the wastegate off a boost controller (make sure its hooked up properly or it will make no difference) or run a boost reference line from the turbo to the wastegate.

i have a greddy profec b. i cant raise the boost past 15psi no matter what i do. i disconnected the wastegate hose and it boosts to 20 psi no problem so it must be the boost controller.

update: ok so i installed a manual boost controller and i still had the same issue. no matter what i did i coulf not boost past 15psi. so again, i disconnected the hose from the wastegate and still cant go past 15psi. so my wastegate is playing games with me. i ordered another wastegate so im going to see if this is the problem. i am assuming the internal spring just cant handle the exhaust pressure above 15psi.

Exhaust housng new as well? WG flapper may not be fully closing and making a good seal.

if it is not the BC its probably the diaphram in the WG actuator

Did you buy your 16G new? I know of a case since the 16G was creeping the previous owner "ported" it. He actually ported it out to the point where pressure would just bypass the flapper. - Just throwin' it out there. You might just have a killer exhaust manifold leak as well (Forget to put the 7cm gasket back on between the turbo and exhaust manifold?)
Take a boost leak test and put it on the turbo- pressurize the system to 15psi (or wherever it will not boost past) and watch the wastegate to see if it's opening or not and go from there. If it opens- the it's your boost controller not reducing the pressure to the wastegate enough to keep it shut. If it doesn't open- then you are loosing exhaust before the turbine wheel somewhere or the wastegate flapper is not performing correctly and the gases are bypassing the turbine wheel.

hey guys thanks for all of the responses. turns out the shop that installed the turbo put the j-pipe gasket on backwards. so it blew out and caused a major boost leak. i got everything working great now. car holds 21psi and pulls harder than my Stage 4 WRX

Yes I meant drive it carefully!!! I would not want you blowing the car up! It would have been a sure-fire way to see if it was working.
Congrats on getting it fixed though! 21psi sounds like fun!
