timing belt or distributor?

so my car died last night.. its a del sol with a d16z6 in it.. it flat out woudlnt make power. and the rpms slowly fell and it sputtered when i gave it gas.. now i pulled the wires out and im talkin grams of green corosion dust came out.. so i think its a problem there however im not ruling out the t belt..

what i did check since its too cold to pull off the covers i looked in the oil hole.. and had my gf try to start the car.. i could see the valves going up and down but i coudlnt tell if the camshaft itself was moving.. could it just be the pistons moving the valves up and down any imput is welcome
