If you are on the highway and you think the driver poses a serious risk, I would say you can use 911. Otherwise, the fastest way to get a response would probably be to call 411 and ask for the non-emergency number to the local PD. Unfortunately, as of now there is no hotline/number in PA to report erratic/aggressive driving.
In NJ, you can dial #77 to report this kind of driving. Here is the info directly from the NJ State Police: http://www.state.nj.us/njsp/info/wireless_911.html Quote:
