Unlawful Activity/Registration Plate Cover

I was driving thru Birdsboro, heading back to 422 when I passed a State Trooper in the opposite lane. Next thing I know the cop made a U-Turn and was flying up behind me and two seconds later, he had his lights on. I asked him why he was pulling me over and he said for my tint and plate cover. It surprised me when he said plate cover because he couldn't have seen that when we passed eachother at first. I told him I bought my car with tint (which I did) and he said he didn't care. He tested it @ 34% (you can see thru it easily in the day!) and ticketed me for my plate cover as well. I asked him if I can rip it off before he wrote the ticket and he said no. He asked if I ever got a warning for tint and I said no because I haven't.. he asked me it again and I gave him the same answer and he didn't seem to believe me. He also told me he'd ticket me for my exhaust if he had his equipment because he was sure it wasn't "legal". I plan on removing the tint as well as the plate cover and fighting the tickets in court. Any suggestions/help? All is appreciated.

Tint is technically PC enough to stop you if you cannot see the occupants from a reasonable distance. Once he was behind you he obviously saw the plate cover. Tint must be from factory or allow at least 70% of light thru. The plate must not be covered to the point you would not be able to read it at a reasonable distance similar to the tint.

Both citations are strictly at the officers discretion along with any citation. You can pull the tint and cover off but at the time of the stop you had them affixed. At this point it is at the magistrates discretion to keep the citations or dismiss them.
