Eff Da EPA!... Miata Emmisions Help Needed.

Whats up guys, long story short just tried to run my grandmoms 90 miata through NJ inspection and it failed for idle emmisions

specs

800+PPM at idle with standard set at 220

153ppm at elevated idle with standard set at 220

I've never inspected any of my cars (I hate the state, they can kiss my ass) Buy since this belongs to grandmom and grandmom gets what she wants it needs to pass.

It would seem that the cat is working well since the elevated idle reading is good. Wondering if it just needs a bit of a tune up? Plug wires are newish but I cant say about the plugs theselves. Air filter is good and MAF shows no sign of being dirty or operating incorrectly.

What do you guys think?

+1 these vehicles are notorious for plug wire failure.
Any kind of maintenance history?

The car sits more then it should, but it is maintained. My grandfather was very meticulous with all his vehicled. Since he passed a few years ago ive been looking after it. Its very clean and in good shape. idle is smooth as can be and the plug wires appear fairly new. I'm 99% sure the plugs would of been done with the wires as well. Its got brand new oil and fresh filters and fluids.

The only thing I'm not sure about is plugs...wires appear to me <2-3years old with less then 10k on them.

Id take it out for a semi long drive 30 min to an hour on the high way get the cat nice and hot then retest. This usually gets all the numbers to go down. If this doesn't work then a tune up is in order.
