I recieved a ticket for this violation a few days ago. I was ticketed for failing to remove the snow from the top of my SUV.

As stated in the NJ state law, "Loading so as to spill," is the ticketing officer stretching the application of this as it applies to overloaded trucks that have everything but the kitchen sink spilling out and not snow covered SUV's?

No, this is not overstretching. It is your job to remove all of the snow from your vehicle, and if the officer feels that there is alot of snow on ur vehicle and it will most likely fly off or if it is currently falling offf as u are driving, this is the statue they will use.
