Whose law is it anyway?

I'm curious to get an answer about this.

Primarily it's regarding modifications to vehicles and state of registration.

My main reason for this is that in this area, you can cover three states in one busy day pretty easily.

So let's say that I make a modification to my car that's perfectly legal in PA where the car is registered, then at some point I drive to DE or NJ, can they site me for the same modification that's legal in PA, or am I off the hook since the car isn't registered in their state?

BTW, I also wanted to say that I think it's great that you law enforcement folks volunteer here and answer questions.
