How low is illegally low?

Been wondering... I heard some states have laws where your headlights have to be a certain height from the ground... and some state has a law that your rim must be under your bumper (so if you get a flat, your car can move. If your rim is above your bumper, you're stuck when you get a flat lulz) So what's the law for PA? NJ?
