Explosion proof fuel cells

So while attempting to install a new fuel pump I found that my fuel cell may be rusted. Seeing as Nissan wants 500$ for a new one I was thinking about just relacing it with an explosion proof race cell.

My question is. Are these legal to use on the streets as your everyday gas tank?

Just wondering because I've seen people run a second cell for race fuel but never as a primary cell.

Thanks a lot. Im in PA if there is any state specific issues.
