...maybe the message is that the L.O.P.D are idiots and let criminals go and now they are wondering why there is so much rape and looting inside the stadium all of a sudden?

They have prisoners from most of jails sitting on freeways. They dont have the resources (enough flexicuffs, gas for patty wagons and manpower) to hold anyone. Thats why the National Guard MPs are there, we just shoot and forget to ask questions first.
