1998 subaru impreza 2.5rs

Got a ticket in NY

Background: I am from Pa and I travel the surrounding states frequently.
I recently got a ticket for a license plate cover in Scarsdale N.Y. on the Hutchinson parkway on my way home to Pa. I am pleading not guilty and going to court for it this week. First question is can i recieve a ticket from another state for items on my car? Second is what can I do about this ticket?
A little more background is this past winter I got a ticket for having a dirty plate in the state of Nj and following that incident I put the cover on my plate.
Also my vehicle was a pickup truck and i wasn't speeding i was actually in morning traffic going well under the limit.
Any help would be great

License plate covers have been used to defeat EZPass.

As for out of state summons for equipment. Yes you can get a summons if the violation is for an unsafe condition.

I know this sounds stupid but it has been shown on mythbusters and the internet that license plate covers do nothing against traffic cameras. Also is the cover unsafe or did i get pulled over for profiling( i am white but my truck is tinted and has chrome rims) and had to get a bs ticket?

Mythbusters! Great show.
Now if you can get Adam and Jamie in court you got it beat!

Since I don't think you can get them I think your paying a ticket.

"New York State Vehicle and Traffic Law section 402-b requires license
plates to be kept clean and in a condition to be easily readable, and
prohibits the covering of license plates with any plastic cover or other
artificial or synthetic material. The PA law is (Title 75 Section 1332 & Title 67 Section 175.80) and says the same thing. So you can't have iit in your home state ether.

Well i went to the courthouse this morning and 3 hours later i spoke to the DA and she dropped the ticket.

I don't have the ticket in front of me but i think it was around 90$ I tried to read the copy i made of the ticket but it looks like crap and i can't read it.
