question about past event

This happened a while back and I realize there is nothing i can do about it now. But I still feel very violated.

I was on my way home from work, traveling on quaker bridge road, heading towards hamilton. Quaker bridge road during rush hour is a mess, as anyone that travels that road will know. In any case. I signal and pull into the right hand lane. The person I pull in front of then starts tailgating me. I slow down a bit because there is a ton of traffic. (I was heading towards louisville road, where the road goes over the train tracks.) I then end up having to stop some what suddenly do to traffic, traffic proceeds and I go to make the right hand turn (I forget the road, but it's right before the train tracks on the right) As I go to make the turn the car behind me hits me. So i then go to pull my car over, and the guy hits me again, and proceeds to back up and continue to hit my car. he does this 4 times. He then gets out and starts screaming at me thru my window and tries to open my car door. By then i was already on the phone with the lawrence police. The guy then gets in his car and takes off. I follow him so i can get his plates. Lawrence police ask where this happened so I tell them, and I tell them I am following the person so i can retrieve his plates. The guy finally pulls over outside of the firemans training center. While I wait for the cops, I notice a guy on a cell phone walk out from the training center, walk around my car and then go back into the training center. (I'm not an idiot and knew he was a friend of the guy that hit me) And saddly I know the name of that person who walked around my car.

Police show up, and park behind my car. And immediately is like, so i assume you are the one that got hit? how did he know.? (I knew from that point on this was not going to go in my favor) I tell him my side of the story as politely as I can. Then the other guys says his story which was that I cut him off and that caused the accident. Which was a bold face lie since i was in that lane for more then 100 yrds prior to him hitting me 4 times. And if in fact me cutting him off did cause the accident, what about the 3 other times he hit me. In any case... after that, the cop says that the other driver can file a compliant on me.? So shocked by this I ask the cop how he has any right to file a complaint against the car he hit, meanwhile he also left the scene of the accident.

In the end no one walked away with any ticket, the cop declared that no damage was done to my car (which he didn't even look at, my rear bumper ha stress and compression marks and the paint is spiderweb cracks thu out) and that he wasn't going to file a police report. The cop didn't even ask for either of our drivers license, insurance , or registration.

I knew that nothing i was going to say would rectify this situation and in fact if i caused a scene who knows what could have happened. So I guess my main question is. When you find your self in a situation where you feel that you are being un-justly treated, and that you are being a victim of a situation where the other person is a friend of the law what should you do?

When this was happening i was so beside myself and didn't have any clue what to say or do. I mean i had just gotten rear ended 4 times in a row by some maniac, they then attempted to threaten me, and then they left the scene of the accident, and I was the one that the cop pointed his finger at and suggested that the other person file a compliant.

Sorry for the half rant half question, but this eats at me every day i drive by that area.

As a citizen you have the right to sign a summons against the other driver and bring him to court. You can also fill out a "self reporting" accident form and report the accident yourself.... if you ever not happy with the service an officer gives you speak to a supervisor They may be able to cleared up your problem right then or it may be the sign of a problem officer. lf the supervisor is not told he or she can't correct it.
