Can you get points w/o a ticket?

My fiancee was driving home from a business meeting in NJ. She is the worst at directions so I got her a Germin for X-mas. While she driving in the right hand lane a NJ trooper had been tailgating her for a few miles.

The Garmin told her to get off at the next exit but it was on of those double exit kind of things so she realized she was on the wrong one. She told me, and I believe her, that she put on her turn signal and merged back with traffic in the other exit.

She said the cop pulled her over and and asked her is she had been drinking, which she hadn't, and then said he wasn't going to give her a ticket but he would put 2 points on her record and her license plate would be red flagged for the next 6 months in NJ.

I'm pretty much under the assumption that you can't just give points with out a ticket, is this correct? I think the guy was just being a hard ass and trying to scare her.
