While it would be cool, there are way too many issues involved for this to be done.
- Deciding who owns the property and lift would be the main issue. The easiest way to do this would be to have a non-profit LLC created with one person listed as director/manger. Otherwise, you are looking at a lot of people fighting for control and bitching when they have to wait to use a lift that they put money in for. You also have the issue about someone wanting out of it at some point and wanting their money back. This isn’t a $5 donation and its hard to just give a couple hundred dollars away.
- Insurance, legal issues and waivers- Since you will be working in a hazardous area (risk of injury will be high for non-professionals), you would need to have people sign waivers that they would not sue the company/owners if they get injured or their property gets damaged while working on their cars. You would need to probably have some sort of insurance on the property should the lift get damaged or vandalized or even by state regulation.
- You would need some fair way of deciding who gets to use the lift, when, and for how long. I am not sure that you could store cars on this lot (insurance, county ordinance etc) so a person would have limited time for when they could work on their cars and it would HAVE to be done by time the day is over. You couldn’t allow someone to do something like an engine swap on the lift where if they don’t know what they are doing it could take weeks or months to complete and nobody else would be able to use it.
- You would have to have someone crazy enough to accept responsibility for handling the scheduling, bickering, and general issues involved with a community service.

So, in the end, I would say that there are too many problems and costs associated with even trying this. Its just a lot easier to go buy a good rolling jack, some jack stands and a creeper.
