Parking Ticket. Really?
But the fire hydrant had a sign that said "Out of Service" and they had it covered with plastic. Should she fight the ticket? Or should she just pay the fine? What would you do? Is the ticket even fight-able?

Yes, you can take a parking ticket to court. Did you or her happen to take any pictures of the hydrant with the sign on it? The judge may or may not side with you but you never know unless you try. If it's not worth the hassle to you then I'd just pay it.
