Who is at fault?

Alright so this hasn't happened to me but I have been wondering because I have been driving around thinking that its true. From what I have been told that if you have a stick car and roll back into another car(lets say the car behind you is 3-4 feet away because that seems to be the distance that everyone stops behind another car), the other person is at fault because they didn't give me a car length of room. I'm currently teaching my gf how to drive stick and the last step she needs to learn is how to control the roll back but she doesn't want to roll back into another car, but i teach her late at night anyway so she really has nothing to worry about but I'm curious just in case either of us ever find ourselves in this situation we well or won't have something to worry about. The accident report doesn't necessarily state fault, it states the course of events and there will be a striking vehicle indicated, which in this case would be the vehicle that rolled down the hill and struck the vehicle behind it. In the narrative vehicle #2 or the first vehicle being struck will be noted approx how far behind vehicle #1 (striking vehicle) it was located.
