"...at 15 PSI boost Supports 340 HP." Stage two would probably refer to porting of the turbine housing. Stage three use to mean clipping the turbine wheel. These are old terms probably first used by Buschur. I suppose most people just say it is ported or clipped now instead of referring to stage 2, 3 or whatever. And there is no difference. It should still be around 8psi. Problem is if they port the wastegate then it is possible it might be more depending on tune and exhaust parts.

8psi through a 16g compressor wheel and a 7cm turbine housing will give you more power than 8psi through a 14b compressor wheel and 6cm turbine housing.
The turbo will have more top end but will also spool slower. Probably better for fuel effeciency but less torque means it will not be as good for a daily driver. If this is for a NT car why not go with a used 14b instead. The 14b will be much better with low boost applications and they will cost her a lot less than buying a 16g.
