Officer wouldn't give his name.

i had an accident out front of my house today, and i took a picture or two since it was on my property (garden/lawn)

as i was doing this, a plain clothed/undercover officer approached me and asked why i was taking pictures.

we had a small argument and he asked me for my information. after giving it to him, i asked him for just his name, but he said he didnt have to give it to me then just walked away.

is he allowed to do this, not give his info after asking and recording mine?
