nightshaded tail light laws in pa

I am thinking about taking a can of nightshade to my tail lights to make them a little bit darker. Light would still be emitted through them but I want to know if I am reading the law (or w/e I found) correctly. Or if this is the correct thing to go by:

http://www.dmv.state.pa.us/pdotforms.../chapter43.pdf

Quote:
(a) General rule.--The operator of a vehicle upon a highway shall display the lighted head lamps
and other lamps and illuminating devices required under this chapter for different classes of vehicles,
subject to exceptions with respect to parked vehicles, at the following times:
(1) Between sunset and sunrise.
(2) Any time when the operator cannot discern a person or vehicle upon the
highway from a distance of 1,000 feet due to insufficient light or unfavorable atmospheric
conditions, including rain, snow, sleet, hail, fog, smoke or smog.
(3) Any time when the vehicle's windshield wipers are
This is the only thing I can kind close as to what the law may be. From reading this is sounds like as long as light can be seen from 1000 feet away at night time/during bad weather?

I also found this from this web site
http://www.pacode.com/secure/data/06...hap153toc.html

Quote:
(1) Stop lamps, turn signals and hazard warning lamps shall be visible at distance of 100 feet during normal sunlight.
100 Feet during the day/1000 Feet at night.

Am I reading this right or will I still get tickets?
Thanks for your help.
