Every motor vehicle having a combustion motor shall have at all times a muffler in good working order and in constaint operation to preventexcessive or unusual noise and annoying smoke and no person shall use a muffler cut-out, bypass or similar divice upon a motor vehicle on a highway.

Short version: if its not stock the inspector can fail you for it.

Your best bet is to try and go to a private inspection station they will probably pass you if its not too loud.
