you should read it a little better next time. that guy is taking a stock header and porting/polishing it. Your after market hotshot will already have the ideal flow characteristics (most likely) and needs not to have other alterations done to it. As for passing inspection, that really just has to do with the cats in your setup. I dont know how efficient the main cat in your car is but in NJ you can usually get away with removing the pre cat (usually in the header) and be fine
