If im not mistaken the only thing you need in pa as far as a permit would go would be to actually sell the stuff. I know when the shop i used to go to had it they had to go through a long drawn out process to just be able to purchase it to sell!!! As far as i know though you dont actually have to have a permit to get a bottle filled from a shop.
