VF22's and VF23's hotside are both larger than the VF34's, but the coldside is where it differs. The VF23 is a ball bearing turbo and it will spool pretty quick and it has the ability to put you above the 300whp mark. VF34 will get you to 300 whp but thats where it is basically maxed out. You might be able to eek out some more HP with meth injection, etc.
Not saying the 23 will take you beyond that all that far, but there are examples of a VF23 on a jdm motor cranking out like 320 at the wheels. The VF22 will take you to over 300whp without maxing out but it is not ball bearing like the 23 and 34s so spool is sacrificed.

This is the standard equipment turbocharger used on the JDM V7 Subaru Impreza WRX STi Spec-C. The VF34 is nearly identical to the VF30 but has improved spool up due to its roller bearing design. It also utilizes a P18 exhaust housing.
Expect to achieve full boost with the proper mods and a quality tune between 3000-3500rpms.
