Ah I see, this is about Midnight Club racing. These are the guys that just blast down the highway late at night as fast as they possibly can. It's the illegal Japanese racing that plays second fiddle to mountain pass racing.
I find the setup a bit.....weak ("oh we just found this mystery car that's evil"), but other than that seems fun, always up for another car anime.
