7. The key is that there is no magic number. You turn when it is
safe to do so. Hint, screeching tires in front of a line of cars coming at you is not safe.
13. Pedestrians have the right of way. Period. Hit one and tell the police "he wasn't in a crosswalk" when they arrive and see how that works out. There are extenuating cirumstances, such as some idiot wearing a black outfit crossing a rural road in the middle of the night. But if you can't prove negligence on the part of the pedestrian, you're screwed. NOTE: This rule apparently does NOT apply to yellow cabs within the city limits of NYC.
