Somehow the PA Supreme court ruled that the State Police database was legal, which is pretty messed up. Supposedly, it's legal because it's based off of new gun sales data only and is incomplete. Anti-gun groups talk about "loopholes" allowing criminals to get guns... hah, well there's a nice loophole that the Govt. uses to get around the law themselves. Surprising, right?

As for transferring ownership of firearms - handguns must be transferred through an FFL (gun shop), but even then it's not registered to any specific individual. Rifles and shotguns may be bought and sold and transferred between individuals without any paperwork or third party involvement at all. When you buy new rifles or shotguns though there are papers to fill out and a PICS background check.
