Can I have my DL in PA and car registered in NJ?

So I have always kept my NJ license and registration because I never really wanted to keep living in Philly. Now I have been here a while though and would like to vote this year, so it appears I need at least a PENNDot voter ID card. According to the sheet, it looks like I will need to give in my NJ license even for just the ID card, so I figure I could just give in and get a real PA license.

My issue is that I don't want to register my car in PA because it needs work to pass inspection and I can't afford that work right now. My NJ inspection is still good for another year.

Is it ok to have PA license and NJ registered car?
