No, this is ****ing stupid.
Most newer vehicles do have a specific light on the dash for a loose gas cap, and people still ignore it/ don't read the manual to figure out what the light that looks like a gas cap means.
Also, many new vehicles have a KOKO procedure to retrieve codes, that is listed in the manual, but they still don't read it.
Given these two issues, and the fact that 90% of people on the road crank up the radio when their car makes a noise instead of having it looked at, do you really think that a government mandate for more expensive equipment on cars is going to make anything any better.
I decided not to work on cars for a living just for the fact i couldn't stand joe idiot coming in and trying to sound intelligent because autozone told him the problem, now he wants to come in and tell me what they told them, thinking that it will save them a buck.
The government ****s up everything it touches, why do you want more intervention in your day to day life?
Is the computer telling you that there is a P1443 going to help you any? No, because chances are ,you don't have the tools to fix it, nor the diagnostic ability to see if that is the actual problem, or the result of another problem, and if you do have either of these, than chances are you have a friend who has the proper equipment to remove the codes when you find the actual problem.
More dumb legislation from clueless dumbasses who what feel like they know what going on.
