Tried different slots
Put 1 stick of ram in each slot, switched to other stick, repeated.
Pulled battery out over night - set jumpers to reset.
CPU works fine in other computer - along with RAM.
All 3 PCI E cards do NOT work on either computer.(really confused considering 2 of the PCI E cards came from working computers)
The PCI card WORKS in my parents computer but not on mine.
Either "Failing" PSU or Dead motherboard?

Does the MoBo get power when you turn the computer on? If so, if you have eliminated most of the typical issues it could be, then it will most likely be a less typical/known issue. My guess is if you can't post, but you know the CPU, ram, PSU and GPU are all functioning and the MoBo is sending power to everything (the GPU fan will be spinning along with then CPU heatsink fan), then your issue lies in the BIOs chip for the MoBo. If your BIOs chip is fried, the computer will never POST and therefore never boot or even display a screen.
