its very common but i dont think its a huge problem. when mine did it, i pushed it back up just so it wasnt hanging down, and i figured id have more time to fix it the next time it tilted back down(i needed to drive the car the next morning so i didnt have time to do anything about it)
well.. since then it either never came back down and is still being held by 1 rivet, or came off completely.. im guessing the latter. hasnt caused any adverse effects.
maybe if you live in a desert or something and the power steering pump doesnt get much cool air.. but even then theres gotta be some air flowing under the car when you drive, right?
