Glad you agree, seriously. It would ultimately do a couple things IMO. Like you said get them off their asses and in motion, give some sort of self worth, give
everyone a cleaner city, make certain tax payers feel better about it all, and hey, give the welfare recipient something to put on their resume "worked in Gov. in the city restoration program".
